Why is the "Book Appointment" option greyed out?

The book appointment option greys out if the user had too many bookings for which they did visit the doctor nor cancelled the appointment. When this happens in 3 instances we will block the book appointment option for next 4 months. But you will still be able to call the clinic and book the appointment.
